ترکيا في أفريقيا: السعي نحو تحقيق مصالح استراتيجية واقتصادية العلاقات الترکية - الصومالية " نموذجًا"2011- 2017

جاء الاهتمام الترکي بالقارة الأفريقية، في الوقت الذي أصبحت فيه ساحة للتنافس الاقتصادي والتجاري العالمي، حيث سعت ترکيا منذ الصعود السياسي لحزب العدالة والتنمية لتصبح فى قلب تفاعلات النظام الدولي، کفاعل رئيس ومرکزي، وبرزت کدولة مهمة ولها دور مؤثر في الشرق الأوسط الکبير وما وراءه، وقد تأرجحت سياساتها مع توسع دورها، مما جعل سياستها الخارجية ذات دوائر وأبعاد متعددة ومتشابکة، وهي لا شک تلعب دورًا مهمًا في القرن الأفريقي، وفى القلب منه الصومال.
يمثل الانخراط الترکي في الصومال أهم نتيجة لسياسة أنقرة فى الانفتاح على أفريقيا، والتي تم تفعيلها بشکل مکثف منذ عام 2005، وهدفت إلى تعزيز الوجود الدبلوماسي والتجاري الترکي عبر القارة. تحتل الصومال موقعًا استراتيجيًا مهمًا فى محيطها الإقليمي والدولي، فهى تطل على ممرات مائية ذات أهمية تجارية وعسکرية کبيرة، وتمتلک أطول ساحل بحري في أفريقيا، إضافة إلى موقعها في مرکز طرق التجارة الرئيسية، التي تصل بين شرق آسيا والصين والهند وأوروبا، کما تعد الصومال أيضًا ممرًا مهمًا للطاقة في العالم، وتمتلک من الموارد ما يجعلها فرصة جذابة للاستثمار على المدى الطويل.
 في أغسطس 2011، هبطت في مقديشو الطائرة التي تقل رئيس الوزراء أردوغان وعائلته ووفد کبير مؤلف من مختلف شرائح الدولة والمجتمع الترکي. کانت هذه واحدة من أولى الرحلات الجوية الدولية المتجهة إلى الصومال بعد فترة طويلة جدًا. قلبت هذه الرحلة مسار الأحداث في الصومال التي کانت في حالة اضطراب لفترة طويلة، مما أدى بدوره إلى أزمة إنسانية خطيرة، تزامنت مع الجفاف الشديد والمجاعة. في ذلک اليوم، ولدت شراکة جديدة من رماد الحرب الأهلية والکارثة الإنسانية.

Abstract
Turkey's involvement in Somalia is the most important result of Ankara's ambitious policy of openness to Africa, which appeared in 2005 and aimed to strengthen Turkey's diplomatic and commercial presence in Africa. Somalia occupies an important strategic location in its regional and international surroundings, as it overlooks waterways of great commercial and military importance, and has the longest sea coast in Africa, in addition to its location at the center of the main trade routes that link East Asia, China, India and Europe. Somalia is also a corridor. Important for energy in the world, as it possesses the resources, which makes it an attractive investment opportunity in the long term.
On August 19, 2011, the plane carrying Prime Minister Erdoğan, his family and a large delegation composed of the different segments of Turkish State and society landed in Mogadishu. This was one of the first international flights destined for Somalia after a very long interval. This flight turned the course of events in Somalia which had been in turmoil for so long with chronic instability and prolonged social strife creating, in turn, serious humanitarian crisis, coinciding with severe drought and famine. That day, a new partnership was born out of the ashes of civil war and humanitarian disaster.
